C-470 salary cap bill loses salary cap

I have expressed on a number of occasions my numerous concerns with Bill C-470 - a private members bill which involves salary caps for registered charities as well as salary disclosures of the top 5 executives or employees of a registered charity. Apparently at the Finance Committee yesterday the Bill’s sponsor suggested she is dropping the cap completely and changing the salary disclosure to apply to executives or employees earning $100,000. What does this mean?
The worst part of the bill, ie. the cap, has been removed. There is still the salary disclosure part. Hopefully this legislation will not move forward.
We don’t need this bill because:
There is already substantial disclosure on the CRA’s website of compensation ranges.
There are already mechanisms for CRA to deal with any allegations of excessive compensation.
Exact salary disclosure is a violation of peoples privacy and only encourages comparison and a ratchetting up of higher level salaries.

It means the Hon. Albina has run out of rhetoric and realized the absurdity of her bill. She is beating a strategic retreat. May it be true.
